So I've tested this build at 40 in the PTS and I'm currently leveling it in Live (up to lvl 27 as of this post) and this build seems to work really well. It is a very balanced build not excelling or falling behind anywhere. I like that I dodge, score crits, and maintain energy really well. All at the same time! But don't take my word for it...

I take
GUNSLINGER as the EB because a ranged EB usually works out pretty well.
BLADE TEMPEST works mainly for theme, but it can be helpful when a few thugs get ya surrounded.
TWO-GUN MOJO is my main damage dealer and it looks cool.
LIGHTNING REFLEXES could be switched out with Quarry I suppose, but I like my dodge bonus.
MSA is one of the greatest energy unlocks in the history of always.. so yeah.
BOLAS and
FRAG GRENADE I use mainly as interrupts, bolas sometimes can take a stronger guy outta the fight for a bit to let me catch up.
RICOCHET THROW is a very strong ranged attack and with the proper advantages it can take out weaker groups so you don't have to waste your time on 'em, and with MSA you don't really even miss the energy it takes!
LOCK N LOAD,
FORM OF THE TEMPEST, and
MASTERFUL DODGE just seem like a pretty cool combo.
BCR is a good heal and it can be made to be great with your dodge bonus.
PARRY,
BREAKAWAY SHOT are pretty much there as fillers.
