Imbue, Sonic Device and Toxic Nanites, are these treated like Active Offenses?

How do they work with Maintain Powers? For the first tic or every tic?

    First tick. Applies a buff to the next damage attacking that is not an EB.

    Some powers work wonky with them, like Strafing Run and Gas Pellets.

    Also note that the wiki is way outdated on Imbue, which was changed to an actual Active Offense a long time ago.
