I had this idea while posting on another thread on Legion and Mercenary gear, and thought it'd be better posted here!!

Merge old Power Replacements with Legion and add it to a vendor in the new content area if we get that level and content increase. Call it "Fused" or something. Dimensional Fused Breastplate of Elusiveness Would have Legion stats along with a dimensional power replacement, and there would be PRs for all types so people could grind and choose the one they wanted.
Two Birds, one stone. Satisfies those of us who want power replacements back, as well as giving new gear for us to work towards.

I think this could be cool new content for us to work for, even if we don't get the cap increase. *NOTE* This is gear we would grind for, NOT LOCKBOX GEAR!!! >.>
Though, I do realize Cryptic/PWE is a business. So I'd say Q-Store it. Give us the option of grinding or buying Z for Q. Maybe make it around the same range as Vigilante gear, if not a little higher. That way it'll keep its rarity, we'll have usefully statted power replacers, and there's still a profit.

Ahhh, I see. I didn't know that. Well maybe debuffs/holds could work. Stuns, Roots, etc. But with different Vfx to match.
