How are they getting these powers?

I'm confused as to how these builds work, when a lot of them have level 1 powers I can't seem to get on character creation. Are these ones Level 40 retcons or something? For example, there are character builds that have passives at level 1, when you can only choose a basic attack.

    The character creation screen lists a small selection of Tier 1 powers, when you`re actually able to select a lot more from the start.

    If you go straight to the powerhouse after the tutorial, you can change out your powers for a very minimal cost and select some that were not available in character creation.

    Actually, the character creation screen only lists Tier 0 powers that have no restrictions.

    Tier 1 powers can only be selected at level 1 via a RetCon, and only if you have the matching energy builder.

    Skipping the tutorial allows you to change your EB and Starter power for free, if you do it before leaving the powerhouse.
