Best gear in game?

I just wanted to know what is the best primary gear in this game? I suppose it is Legion gear, but that is the reason I want to ask is it true. Because after I made some comparison between Legion gear and Silver Champion Recognition gear (SCR gear), I didn't see much of a difference. The only really noticeble difference is in utility gear, where you can get quiet alot of both CD reduction and cost discount, more than with SCR gear. But defense gear has less differences, it is sure possible to slot 2 dodge chance mods in it instead of 1, but it is not that important for most builds. And offense, it is almost exactly the same.

So, do I miss something or is Legion gear is the best gear in game after all or not?

Technically, yes, Legion gear is the best, but primarily for the fact that you can get rid of the 'built in' bonus that SCR gear has, and put something else in it's place, or put in a mod that has higher stats then the pre-baked piece.

SCR gear is easy to get, free (As in, no lockboxes required.), and you can customize them to fit almost any build.

Legion gear have an advantage against SCR gear because of its extra core slot. You can have bonus crit strike, avoidance/dodge, or cooldown. It is a pain getting those gears because they come from gambling boxes. They are rarely given as prizes on certain contests though.
