Well, since On Alert, he's become at least fast enough to avoid being entrapped by a giant insect from another planet...

Well let's see... I've seen him move in one quest in Vibora Bay... he wasn't really that fast.. I'm not sure he even had a travel power active. I think I saw him running in a cutscene during the tutorial where he seemed to be clocking in at around... Super Speed rank 2?

I honestly think that a lot of us are more powerful than the Champions are.

According to his most recent PnP game-stat write-up (in Champions Universe for the Sixth Edition of the HERO System), Kinetik can hit a top speed of close to 75,000 miles per hour, although he can only sustain that speed for a short time.

...that's slightly less than 100 times the speed of sound.

Non-combat multiples, high point value, and putting most of the points into (probably) Flight (Limited To Surface). In college, I built a character on around 300 points who topped out around Mach 6. (Originally, it had been Mach 5, but the GM was a huge otaku, in both senses of the word, and made me increase it because he didn't want to see a character named "Mach 5". I wound up doing his costume as a two-tone blue affair and naming him "Bluestreak" anyway...)

In CO, speed has little effect on combat. I had a PNP robo character with tank treads instead of legs. Its primary attacks were move through (ram) and move by (a punch with damage significantly boosted by my speed). These can't work with CO's current engine so a true speed based character is not possible.

well in that case i propose a new Passive based on super speed

    Ultra Sonic

First power to work in Defensive, Offensive, AND Balanced

This power uses your superspeed to enhance physical damage(mostly melee) and dodge chance(not avoidance). When in Offensive, defensive bonus is greatly reduced. When in Defensive, Offensive bonus is greatly reduced.

Each time you meet certain requirements, you gain a stack of speed boost. Each stack grants a buff that raise your movement and attack speed as well as buffing offensive/defensive stats.

Out of combat grants speed boost to travel powers per rank. Rank 3 makes super speed faster than vehicles (as it should be).

For the aura, DCUO does the lightning effect, so hear it might be a reduced version of distortion? Think millenial flight, where the effect starts minimal but grows with each stage.

As for the % boost, i'm not exactly sure what the best stats would be to keep it balanced while in balanced slot, but still it would be nice to start getting passives that had a bit more versatility to them, both in terms of roles and out of combat advantages.

Lunges would make a good basis for speed powers. I'm not talking about the existing ones, but rather using similar code to write run/fly-by attacks. Give them non-self-rooting charges, and make some of them aoe, in a similar fashion to Vicious Descent and Seismic Smash. They might come with some sort of knock/repel or knock to/reverse repel mechanic options to represent the wake.

A spinning/running it tight circles maintained pbaoe or two would also be good.

Have a high speed tie-up as a paralyze.

An active defense/offense could involve increased move speed.
