I wonder that about a number of customer support teams of various companies. And mind you part of my job is customer service so I know what it's like.
Either in those two hours they have too many calls and not enough personnel or as I caught more than a few companies doing, that had offices in the area, they just ignore the phone calls. Although the look on their face when I show up at their office with phone in hand still on hold, and ask "Are you planning on answering the phone anytime soon?" and the person's call they been ignoring is standign right in front of them.
Ever noticed how there is less if any hold time when they are trying to get ya to buy or place an order than when you have problem with said product? (not neccessarily PWE.). Sometimes I call the sales department and get them tranfer me but soemtimes that dont work as soetiems they just tranfer you to main menu. So then sometimes I just throw out a random name that is common and request to be transfered directly to that person, if I dont have an ext. laying around. Sometimes that dont work when they have no one of that name that they know of working there. Or one I found been working so far is to call sales, say you plan on buying something but first, you need tech support to fix a problem. They patch you right through and after it's said and done, they pacth you back to sales and then "Change ya mind." I'm not sure how long that method will work without fail but I suspect one company is catching on at least.

1. Doesn't send account linking information to e-mail
2. Doesn't send one time number to e-mail
3. Takes payment, doesn't give subscription
4. Takes payment, removes subscription
5. Cancels access to Russia and Asia for Cryptic games, Russians and Asians play Perfect World International game instead.
Seems to be a pattern of trying to bankrupt this game.
We're still in the process of investigating this, very clearly something's wrong.
In the meantime, if you had nine days or so of Gold before it reverted back to Silver, I strongly recommend that you check the status of the charge. It's very likely that the payment for some reason didn't get through.
Any additional details that you guys can provide would be very helpful -- thanks for your help, guys, we'll get this resolved as fast as we can.

Best part is, it indeed DO look from a some time as if Cryptic/PWE tried to finish CO in the most "natural" looking and non-suspicious way. Instead of pulling plug out and being flamed for decision.
We're still in the process of investigating this, very clearly something's wrong.
In the meantime, if you had nine days or so of Gold before it reverted back to Silver, I strongly recommend that you check the status of the charge. It's very likely that the payment for some reason didn't get through.
Obviously that's the problem that you should be investigating. Your billing system is experiencing some kind of glitch where it is for whatever reason incapable of deducting the subscription fee. A sleuth on STO determined it had to do with PWE's system failing to provide the CVV. All it deducts are $1 verification amounts.
And while some think it's part of some conspiracy to kill CO, I can verify that it's happening with STO as well. Neverwinter is the only one unaffected since it has no subscription option.

Since upgrading to gold i have Yet to receive my zen stipend. considering this is one of things i upgraded for I feel like I'm not being given what I paid for.

Oh no, they took my money and all my gold level stuff is unlocked. They just haven't given me my zen. So as far as I'm concerned I've only received half of what I paid for.

Do you have a bank statement verifying that they took your money? One thing those of us who have run into this bug in their subscription system have learned, Gold can be unlocked without an actual payment going through.
