If you keep them as the same AT, you can turn them back into silvers again at that time. (If you convert them to paid ATs you don't already own, or into FFs, that uses up your free conversion, and you'd need to pay to turn them into silver ATs you can use.)
Note that even if you keep them as the same AT, any costume parts you use that you don't own as a Silver would go away (I had to pretty much completely recostume Happifun, everything but the head, when I lost my Gold). Also, if you tint a power, it'll go back to its default color.
Note that if you convert back to Silver, it's possible to turn more characters into Silvers than you technically have Silver slots available; should you do so, the extras will go into what can be thought of as "virtual" character slots, and if you delete a toon at that point, the slot will vanish too. For best results, should you have to go Silver again, be sure not to turn more toons Silver than you have Silver slots. (I've purchased enough that I now have a total of 11 slots as a Silver; I still have four Gold toons I can't use until I go Gold again.)

Your best option is to simply start your characters over as gold free forms.
Level them to 40 and get a new free character slot.
When the time comes that you don't' want to sub anymore, convert to silver AT for free then.
There's no sense playing a free AT when you are subscribing.
Why pay for what millions of others get for free?
My problem with that is from the other side. I have a couple of characters that I really like, but they are tied up in Gold, on Gold ATs. I would recreate them, but the name is tied up. Can I delete a character without being able to actually access it?
Yes, but note that if the character is Gold and 40, they are granting you a free character slot, even if your account is Silver. Deleting the character or converting it to Silver will make you lose that slot.
If you have the money, or the time to spend farming Zen, you could always buy the AT, which would allow you to unlock the character.

Don't delete anything while Silver. You could lose a slot entirely.

Actually, it's a little bit simpler. I decided I wanted to make a FF, but I didn't look closely enough at the ATs. I've ground the Q to make the Zen to buy the first pair of additional character slots, and I'm about halfway back up to what I need to buy the AT that it turns out he really was in the first place.
I have a couple of "permanent" characters, one of which I'm concentrating on leveling to a point where I can really start hitting the alerts hard for the Q. One slot is a "swing," because, coming from City of Heroes, my regular group tends to have a "what theme are we doing this week?" mentality, so I had to get the additional slots just to be able to have more than one character that I liked.
Much as I enjoy the game, it's kind of interesting to see how much I can buy without ever spending a dime. I can't say I won't support the game, should it ever get decent support from Cryptic, but I'll have to make a second account if I decide to go Gold, again.
