making a freeform hero that is suppose to be a tank, but uses both Melee and Range abilities, so thinking, what would a Melee Energy Builder be better or a Rang Energy Builder?
What you're going to want to gear for is Critical Chance and Severity to help your Siphoning Strikes because when it crits it heals you for what the additional damage would be.
The tactics for this build is to lunge in with Void Shift applying Fear to your target and most of his surrounding buddies. (and if it happens to be a henchmen great). Next fully charge Burning Chi Fist. The Righteous Flame advantage then adds dimensional damage to all of your melee attacks. Third fully charge Ego Blade Breach as this applies a debuff to the target lowering its resistance to Paranormal damage (i.e. Magic, Ego, Dimensional). Reapply BCF if necessary. Then Launch into Ego Frenzy adding that dimensional to your attack especially if the target is still affected by Fear will boost Energy from Spirit Reverberation. If the Fear effect has worn off hit it with your energy builder to reapply.
To try and answer the actual question, it depends on what you want to achieve and on your superstats.
I find a melee energy builder's long-range taunt can be a useful opener in some situations, but unless you have an energy management superstat, not having a ranged EB can be annoying as hell particularly while levelling.
In the end, if you do have an energy management superstat (INT, REC, END), you can basically pick whatever EB fits your concept best; you're likely to be closing the gap before you may need to tap the EB on, anyways.
Take a ranged then select 'fist' as the emanation point (the Force EB looks good). At range you're shooting bolts of energy and up close it looks like you're punching.

What melee and range abilities are you taking?

It functions as melee if within 10', and ranged if further away.
Whoever you are, be that person one hundred percent. Don't compromise on your identity.
