Terms of use keeps popping up

This just started recently. Every time I bring the launcher up and click play I have to re-accept the terms of use. It's doing the same thing in Neverwinter. I haven't played champions in a month or so so I don't know if it's an issue with one of the recent patches. However Neverwinter did not start doing this till the latest patch.
