A Brief Explanation:
With the looming threat of a returning Dr. Destroyer, the terrorist group VIPER, the rebelling Lemurians, and so on, the United States Government, as well as the United Nations, have become reluctant in placing trust towards the many independently-working heroes throughout North America.

Rather than haphazardly gather a small army's worth of supers and metahumans together without the proper approval, the United States' Senate and House of Representatives has passed the "Vanguard Act," with the backing and official recognition of UNTIL, as well as PRIMUS. Both the act and team are named to honor the deceased hero Vanguard, who was killed in action during the Battle of Detroit more than twenty years ago.

With it, the United States can accept approved registration or drafts from enlisted superheroes into the Vanguards of Virtue. While the group does not have a large roster that supers can apply for, the roster is dynamic. Any superhero's position in the group can be filled by another, whether it is from removal by a vote of it's members, killed in action, or resignation of their own accord.
Superpowered individuals of other nations, as well as friendly extraterrestrial superheroes are welcome to join the Vanguard, provided that they are legally registered in UNTIL or PRIMUS, or have accepted dual-citizenship for their mother nation and the United States.
Within the group, there is no sole leader or defining member, rather, there is an equal status of membership throughout the group.

The group shall operate on American soil to combat all forms of crime, as well as threats to the nation's security. They are allowed to take part in international conflicts on behalf of America if the entire world is threatened.

OOC notes:
As stated in the title, the Vanguard is intended to be a small-rostered RPSG, with a focus on traditional or classic superheroes, from the Golden Age, to the Modern Age. We will not accept any inherently evil characters like supervillains, or vigilante heroes or soldiers that kill or grievously injure criminals. We will also not accept any directly-demonic characters for the above reasons. Magical superheroes are accepted, as long as they are lawful to neutral good.

We also do not accept any explicitly-sexual or overly adult-themed storylines or characters into the supergroup. This includes ERP between SG members. At the most, any storylines or character plots should be treated like content in a PG-13 movie. The Vanguard would like to be treated as a respected SG in the RP community, and any inappropriate conduct is liable to portray the Vanguards in a negative light, or stir up unnecessary drama between members.

There will not be any mandatory requirements for SG uniforms, save for a superheroic costume to wear outside of private SG meetings. Scheduled meetings are NOT optional, and if more than several meetings are missed, then a warning shall be issued that a unattended member shall be voted out of the group if they continue to be absent during meetings. There shall be exceptions for RL issues and personal problems, however.

The SG's members will also refrain from posting recruitment messages in Champions Online's Zone chat or RP channels, as doing so tends to recruit people that are liable to cause trouble within SG chat channels, meetings, events, and so on. If you have friends who would like to join the SG, tell them to send a message to an active member to set up an IC or OOC interview.

The Vanguard is a primarily English-speaking SG. If English is not your first language, we shall respect that. However, during role playing sessions, it would be very much appreciated that you use proper English spelling, punctuation and grammar to the best of your abilities. Text-speak and emoticons in in-character communication is not advised.

Please note that we are not affiliated with CoH or the Virtue server, however former CoH and Virtue players are more than welcome to join the group. We are also an American-based SG, and will plan events according to Eastern Standard Time.

Another thing to add: If people would like to add more than one character to the group, that's fine. One or two alts can be accepted into the group, just so long as they fit with the previous rules.
