So I've spent the last few days sitting in the powerhouse trying to come up with a build to play and i've reached the end of my tether with it so now im making a forum post

lvl 12 character, all powers, SS', talents and specs removed
would like a support/ranged dps (support passive not necessary)
preferably presence as primary

to fit concept, powers would have to come from telepathy, gadgeteering, supernatural or ice. while munitions isn't part of concept, it would be alright as Paint the Target adv on Steady Shot is pretty handy.

the only key power i want is Emp healing

    That's a pretty broad net you're casting, there. :)

    I mean, I could easily make eight or so characters that meet those specifications without even trying. You need to narrow down what you're looking for, I think.

    Like, when you say Support and Empathic Healing that could mean using Seraphim and various Celestial powers (unless you mean the Bestial / Infernal "supernatural" powersets and not the more general magic-themed powersets like Celestial)...

    Or you could go with Aura of Primal Majesty or Aura of Radiant Protection or Medical Nanites from gadgeteering. Ice powers would probably be used for damage dealing since they're not terribly support-y.

    First thing I always do with a new character is pick ONE power that I will use the most. For Pip-Girl, my Fallout-inspired character, I knew I wanted to use the Particle Beam Rifle. That automatically let me pick my energy builder and one attack.

    After that, I had to decide what kind of slotted passive I wanted... did I want to regenerate, be invulnerable, gain energy when attacked (Defiance), or what... I tentatively chose to have my wrist-mounted pip-boy device activate Vault-Tec Assisted Targeting System (V.A.T.S.) which I simulate with Targeting Computer. Now, this is where concept and pragmatism may force me to make a different choice since I worry about Targeting computer.

    After you've got a few attacks and a slotted passive, you just throw in some situational utility powers like heals or holds or active offenses / defenses... making sure you have some kind of AoE is always good (using the tapping-the-left-arm animation, I chose Strafing Run and Orbital Cannon which both fit the pip-boy device concept).

    So you may choose to use Snowstorm, Medical Nanites, Empathic Healing, Avalanche, Biotic Shielding, Unbreakable, Inertial Damping Field...

    Or you might go with Ice Blast, Ice Cage, that Ice-column hold power whose name I forget (Glacier?)... and of course Empathic Healing and Mental Reinforcement and Ego Sleep with Ego Sprites and Psi Lash for an energy builder....

    People make characters in different ways, but I always find it easier to think of a character first, then decide what that character can DO... or, alternately, sometimes I'll decide to try out a given power and then I'll work the character's concept / costume / origin around that power.

    If you are set on Empathic Healing, then you can build around that, but you still have to have some idea of your concept, I'd think, to know whether you want your AoE to be telepathic or ice... whether you want to have a supporting passive like Aura of Radiant Protection or Medical Nanites (heals you AND teammates) or even Invulnerability (you're covered with a sturdy metallic powered armor suit or something)...

    I could swap Telekinetic Burst with Sound Boom Generator and still have the intended effect of a AoE Disorient to proc Telepathic Reverb off, although id have to take the adv to gurantee Disorient applications.

    Ego Form could also be exchanged for Seraphim for a more supportive role.

    Retaliation is a concern as I have no experience with it, if the damage buff doesn't apply to all attacks and not just Might, it will have to go along with blade breach

    No form?

    Mental Discipline would work, but does need ranks.
    Compassion would also work, and needs no ranks.

    The only thing i could swap it for is Ego Surge but im not sure swapping magnitude for duration is a good tradeoff
    the only bonus from taking it is a small persistent damage bonus as i wouldn't be focused on stacking ego leech
