It could probably persist as-is for another year or two, but why would anyone rational want to invest significant money/time in a game that is apparently swirling the bowl?

See, this is the sort of thing that doesn't help. You have issues with how things are running, so you assume everyone does, and if we actually enjoy this and want to support it, we must be "irrational".
I might just as well ask why anyone rational would want to invest significant money/time in something as boring as, say, TSW or WoW. You see, I am bored stiff by those games, as well as by quite a few other games on the market (most especially the ever-popular RTS games, and EVE Online - if I wanted to run spreadsheets, I'd do it for a living, and get paid, not pay someone else for the privilege). However, I would never simply assume that because someone else has different values for "fun" than I do, they must be "irrational".
As for "appearing to be swirling the bowl," there have been claims of clear signs of CO's imminent demise since at least open beta. Yet somehow, all these years later, here we are...

Forever. 15 years from now it will still be there. Some of us will still be playing it, some of us will happen upon it and be like "wow this is still running".
There are mmos out there that are less fun than CO, and older than your teenage kids.
Maintanence costs are pretty low. MMOs don't die anymore unless someone actively kills them for some dumb reason.

Not just merrily floating in the bowl but having the whole bathroom redone as well was no safer.
This is my Risian Corvette. There are many like it, but this one is mine.
MMOs with much worse problems have lasted a long time (like Istaria, I have no idea how that mess survives), and MMOs doing far better have been shut down (CoX, anyone?).
So who knows.

What am I supposed to be helping? Your rationalization for believing everything is copacetic? I'm just giving my honest answer to the OP's question.
I think the serious warning signs were in October/November of last year, when developer communications and PTS build activity dropped off dramatically. I think that realization has been increasingly sinking in with the playerbase, and if we had access to player activity stats, there's probably been a significant drop-off in the last 3 months. It seems like the game is now in a phase of PWE basically trying to milk the last bit of revenue from the remaining die-hard fans who spend money via lockboxes, without reinvesting into the future of the game.
Maybe I'm wrong and Cryptic is planning to shift significant resources back into CO after the NWO launch. It's possible, but I'm not as optimistic about that as I was last year.
Anyway, I'm not judging anyone for sticking around; I still tinker with the game from time-to-time myself. But for me anyway, it doesn't make sense to invest as much energy here as I would otherwise (and especially not to buy Zen), when it seems to be at the tail end of its life-cycle.

I wonder what will happen to the people who sub for $200, they should get their money back
A thing to remember Ultima Online forums way back when had doom threads all the time and it still does. That game over a decade later is still up and running. Still ugly as sin

lifetime is a bit of a gamble, if the game lasts, you get an easy ride, if it dies, to took a shot.
As for how long this game lasts, it really varys based on the publisher. how big is pwi on closing unprofitable mmos? i know areia closes underpreforemers, and ncsoft would have killed this game long ago. but since the game is currently in maintainence mode, if pwi can make money by roping the unwary for cosmic keys, then it may last a few more years. as tt said, they dont have plans to shut the game down, an without the cost of any significnat development, co will likely limp along as a place to train new devs for the projects that pwi wants to support.

5 to 8 years seems to be the norm. I'd say we are at the halfway point in the games life should be around for another 3 to 4 years.
