It is not on the ground. It's being cooked on a very large grill, specially constructed to support the weight. The restaurant is attempting to get a Guinness World Record on hamburger size.
It's a stunt to garner celebrity for a Chef or a restaurant. Problem is these burgers are getting bigger and bigger. Each time the next chef wants to do it he/she needs to add hundreds of Lbs or more to keep the record longer than the last guy to try it. It all gets eaten because the press attracts plenty of people who want to be able to say, "I ate part of that World Record Hamburger."
But charities are noticing what you noticed. Perhaps the next Guy to do this will get smart about it and associate himself with a charity and use the event to raise money to help world hunger. Well, we can hope.
