I'm considering doing a webcomic based in the CO world. Mostly around a young hero learning the ropes in Westside. This is the first page. I think I'll need to mess with layout, and I can't draw animals (apparently)
Beyond that though, I'm gaining a good bit of confidence in my work...

Purple Pose. You need Purple Ganger's clothes right? Okay, you have the shirt and the hat. All you need are pants now. I thought it would be funny where hero comes to a Purple Gang member n says
"YOUR PANTS. I NEED THEM."
*Purple ganger in shock*
*Hero trying to forcefully undress the purple gang member*
"NOOO!!! HELP!!"

Second Part. Still working on design, and getting a hand on perspective. Also, I'm practicing hands. I mean, I'm at least beyond the Rob Leifeld level of hand drawing, but not by much.

That is an excellent idea and your work is very nice. I want to encourage you to continue.
My humble suggestion is to always keep in mind: it's about the world, not your character.
I did a few comics, here's the first 2 pages of the one that grew the most:
My toon was Bloodbath, but she's NOT the hero. She's really the antagonist.
The closest thing to a "hero" (there's really none here) is the Purple Gang member.
It's his perspective, his story, his world. Once I understood that, the comic fell in place.
