I have been running a Power Armor for a few weeks. Really liking it for the most part. My complaints are mainly due to what I perceive to be server side lag, which I don't plan to address here.

One of the things I had encountered in the lower 30s was getting mobbed and having a hard time finding a target. "target is not in arc' even though I am tabbing for nearest target, mousing for nearest target, and anything else I could think of. Without a major tech diagnosis I thought I would just deal with the swarms and struggle through. I had a pick available at 32 and was choosing between Shoulder Launcher and Energy Wave.

I tested Shoulder Launcher, and I love the animation. But I already have the power slot effectively filled. I still might end up taking it. Does anyone know if the build up agros mobs? Cause it would make a funny 1st strike weapon.

I then noticed Energy Wave had a advantage 'Hardened Particle Matrix' and it knocked opponents away. Thinking I could get a little more survivability and possibly solve my swarmed problem I grabbed it. For whatever reason I have been swarmed much less. (fewer caves in mid 30s?) but I love the power. It can get me a decent amount of ablative health shielding and the special effect goes really well with the Phalanx advantage I run on shield. I get surrounded in a Orange Buckminsterfullerine!

So, I am enjoying the power. I see it is not part of the default Power Armor picks, but I recommend anyone take a look at it with the 'Hardened Particle Matrix' advantage.

The 'charge up' times doesn't agro anything, so you're good there as far as alpha strikes go. But, if you have a sidekick or other NPC ally they will start attacking when the shoulder launcher is warming up, so that's a problem some times.

I did use the power on my PA toon for a time. The knockback effect is great for giving yourself some breathing room. The "Hardened Particle Matrix" looks awesome, but is not a huge shield buff statistically speaking. Still, it's a nice little add-on to the room-clearing power. Better if you are swarmed when you hit it. If you are wanting a real shielding effect I recommend Protection Field or Field Surge.
