Raven - I loved my Ice toon using High SS INT (cooldown reduction) and kept Ice Barrier and Vapor Form for defenses on top of 2 Active defenses.
Took Concentration Form. Think about either Ice Form or Quarry as passive.
Then I spent the rest of my powers (except Avalanche) on crowd Control inducing powers. I skipped Shatter because the Crowd Control was better for me without it.
Ice Slide Rank 3 is the funnest Travel Power there is
Ice Form Scales with your Superstats. Wiki is outdated on some things.
Ice Barrier is a "must have" when it comes to ice, especially with Primary stat of INT. Great defensive boost while it is up and you can also Shatter it for major damage.
I am not sure what Hurricane is doing in there. I haven't messed with wind, but I'd imagine Snow Storm + Advantage would be superior in pretty much every way.
Hurricane, Frost Breath, and Avalanche will all do the same thing for you. (I've always hated Frost Breath)
If you want more Ice Constructs, I'd recommend Ice Wall. If you line up your shots to go near destructible objects, they too will get ice caged, allowing even more Shattered damage.
I'd move the specialization points out of "Detect Vulnerability" and into "revitalize." Abuse the snot out of Skills with Cooldowns. However, focusing on Revitalize would make your Energy Unlock fairly pointless.
If you go with "Revitalize," The advantage on your Energy Builder makes it even easier to get the Cold Snap buff from Ice Form, which boosts Shatter, Ice Blast, and Ice Barrier.
I'd drop the TK Shield and just grab the Shield from Ice. Defense should not be an issue.
As for Ego or Con? Just go with Con. Ego won't do much for you. Just add some Ego in with Gear and let "Enlightened" boost it up further. Going with Con could allow you to make use of "Palliate" from Celestial as a heal.
This is all assuming the point of this build was to make use of Intelligence as a Primary Superstat. A different Primary would have different recommendations.
Ice blast: this is a primary damage tool for ice builds... usually, anyway. If the target is under frostbite, machinegun tapping this with the hard frost advantage deals massive dps at the cost of whittling away your energy. On a side note, high crit rate builds benefit from this. A more energy efficient use for this ability is spamming fully charged blasts while under Ice Sheath rank 3. This outclasses tap spamming in most cases, rivalling it even without hard frost, but the cooldown on Ice Sheath severely hinders this use. If you can take advantage of Cold Snap however, the problem is somewhat solved. Somewhat.
Shatter: this is a popular ice aoe damager. It refunds energy when striking frostbitten targets, and benefits from ice constructs and Cold Snap as well. The most dangerous combo this does is shatter a frostbitten target or group of targets within close proximity of rank 3 Ice Barriers. This almost always alpha strikes everyone hit. Unfortunately, the difficulty of executing the combo puts people off. Shatter also works well with critical builds however, being as spammable as it is. The Nailed advantage also gives utility in pvp. Overall, shatter is effective in fighting multiple targets, but falls short of Ice Blast against single opponents... save for the Ice Barrier Shatter combo of course.
Snow Storm: easier to use as an AoE than Shatter, and grants some defense by punishing targets that attack you. This is meant for tankier builds, but this combined with Avalanche can allow ice users to deal insane dps... at insanely high energy costs, unfortunately.
Frost Breath: burstier than Snow Storm due to escalating damage, but the AoE is smaller up close. Crit builds benefit from this more than from snow storm. Most people choose to use this for the guaranteed frostbite from the advantage and leave it at that due to even worse energy costs than Snow Storm. Still, I've seen the damage this deals at higher levels, so if you don't mind the somewhat silly notion of having two maintains, then go ahead. This following an Avalanche isn't a joke. Neither is Shatter following this.
Avalanche: not many cons to this. It looks awesome, deals respectable damage for its costs, and grants cc. Choose a way to build it, and stick to it.
Ice Burst: a panic button that works wonders with the Freeze scumbag advantage. It can be shattered too. Not a primary attack ability, but definitely a good utility knife in sticky situations.

I thought I would add my build to the mix. She started out life as a Archetype, but has since gone FF and the change to Quarry has made a big difference in her survive ability and her damage is quite good with high criticals and severity.
I start with Wall of Ice and Fire Snake (slightly out of your theme but there for the Elemental Damage debuff) to proc MSA. During the battle I keep activating those two powers to keep MSA going and I have very little power issues.
I layer Snow Storm and Avalanche for big AOE damage. I have Hurricane to take out those who crowd me which mows through them fast. I keep Typhoon in there for a big strike but don't tend to use it in Alerts as the knockbacks from it tend to annoy everyone. I run her in the Ranged damage role.
You'll get more damage out of r3 avalanche.

Yes, but I do not see anything in your build taking adv of those extra crits.
Off the top of my head I can think of only one situation where the adv could be better, that is for a 'glacier' type build when you have the spec that heals on crit.
