As far as I know, it gives you something like 10% damage resist, but since it's applied in the "block" layer (I think) it has a bit more effect than just getting that much more from say, defense. I'm pretty sure ranking the block doesn't affect the linger, just the active block (which seems to be a nearly universal case, linger advantages don't look at the power's rank)
Phalanx is not affected by rank and gives a flat 10% or so reduction to incoming damage. This is very good since there are few ways to reduce damage when attacking. Think of it as another layer of defense -- like an automatic 10% avoidance.
Thanks everyone for the responses. I usually dont like it because of the animation, but on this particular character concept the animation is perfect. Its nice to know what it does now too. I will keep it on this guy all the way to 40. I had it up and working at 14th level, and already seemed to notice some difference. I am going for very Tanky, and winning a war of attrition strategy, so the added layer, is, well, another layer.
