This is ultimately an off-tank build in teams, since it relies more on damage aggro than Challenging Strikes. It's plenty tough enough for solo use. Chest Beam is mostly there to back off melee mobs, so I can run Reconstruction Circuits in the chest slot at will without losing the rest of my rotation.

I'm mostly spit-balling the order in which everything is selected. Your mileage will vary. I came to this as a retcon at level 40, so I was picking things in power tray order, more or less.

Tank + Invuln is the default build/passive. I keep Ranged Damage + Targeting Computer around for times when the situation calls for more blasterish tendencies. *cough*Luther Black*cough*. IDF and Recon Circuits are good enough for solo survival in Blaster mode.

I'm still tweaking the spec trees. I don't know if I'm hitting diminishing returns by taking Fortified Gear in both Guardian and Protector, but I also have to consider the synergy with Best Defense, which is automatic for this tree. Resilience is also a must for its knock resistance. As a ranged toon, you'd have no other use for STR, but without knock resistance, Might and Force bosses will smack you around the room like a racquetball.

Obviously, this is a theme-heavy build, as it's restricted to the beam powers of the Power Armor set. I'd love to try replacing Orbital Cannon (R2 + AoD) with Fire All Weapons (R3) if Cryptic offered a zero-point advantage for a beam-only variation of the animation. (Don't worry, ballistics PA folk, I'd include a gun-and-missile-only animation in my petition, too.) Then again, I do love starting Alert bosses with Orbital Cannon, Implosion Engine, and Eye Beam + Plasma Beam for POWER ARMOR DOT/MAINTAIN ULTRAMEGASYNERGY.
Choose your enemies carefully, because they will define you / Make them interesting, because in some ways they will mind you
They're not there in the beginning, but when your story ends / Gonna last with you longer than your friends
