power replace perks

do the power replace items still drop? are the perks for account kills or character specific?

    The perks are character based. Perk titles are also character based.
    Action figure and costume unlock rewards for perks are account-based.

    The power replacers that were previously awarded for getting the 5000 kill perks have also been removed.

    You know what? It's always bugged me that Cryptic hasn't put any of the power replace items in, say, the recog store or Questionite store.

    Heck, I'd get them for 5 or so Salvage, just as long as I had SOMEWHERE to get 'em.

    Same goes for the Nemcon items that'd unlock costume parts.
    Just another average RPer, costume part collector, and tabletop gamer.

    You can try the Auction House.
    Every so often an old foggy like me will log into a character they haven't played in a few years and discover a couple of Unbound Power Replacement or Costume Unlock Items in their inventory and put them up for sale. Usually they are rather expensive, though.

    The PRI's from perk rewards were BoP, so you won't ever see them in the Auction house.
