I double-click the CO icon, and the trya icon appears in the bottom right corner, as well as a tab on my taskbar at the bottom of the screen. However, no window appears and nothing else occurs.
From a two sentence description of a problem you have to make deductions.
I'd suggest that you hold down the CTRL, ALT and DEL keys down together and select Start Task Manager.
When the Task Manager comes up pick the Processes tab and look how many processes are called something like Champions Online. On my Windows 7 installation the process is called "Champions Online.exe *32", for example.
If there is more than one process running, select them one by one and select the End Process button for each one and then double-click the CO icon again.
It may be that you have had a stalled Champions Online process already running and due to that a new one wouldn't start.
If this doesn't work tell us what your operating system is, what your Champions Online process is called and anything else you noticed isn't working at the same time.

Remember that I am not the official support person here. Instead I'm just a player who happens to be a Computer Scientist and is unwilling to let such posts languish.
Knowing your system is Vista is very useful and I had a look through your details. That kind of detail is useful if a Google search yields something that requires more info.
A key thing to remember is that STO uses pretty much the same launcher and you should consider checking that forum too to see if people are having that same problem.
Have a look at this old thread, the problem certainly seems to share the same symptoms that you have described. The second post holds a possible solution.

Connection problem aside, the starting screen sounds like a graphics problem.
It might be worthwhile considering using Google to locate your operating system's version of the DirectX Diagnostic Tool from microsoft.com so you can download and use it.

Knowing your system is Vista is very useful and I had a look through your details. That kind of detail is useful if a Google search yields something that requires more info.
A key thing to remember is that STO uses pretty much the same launcher and you should consider checking that forum too to see if people are having that same problem.
