OK, so here's my build for my latest character Laser Knight, and my first contribution to the Builds forum. The idea was for a ranged character with a sci-fi/space marine/LAZORS theme who could put out decent DPS but also survive a good while outside of situations with a dedicated tank or solo play.

Here's my rationale on a few things.
INT primary allows you to be a bit of a jack of all trades. The specs I chose allow you to squeeze more health out of your CON through Expertise, while Enlightened lets you pump more hurt out of your limited Ego. Important as Quarry will give you quite a bit via its stacks. Detect vulnerability is also nice for fairly obvious reasons.
Quarry is there for a nice balance between damage and survivability. While there are passives that provide better straight boosts to the kind of non-physical damage that PBR does, I think the boost to Int and Ego mostly make up for it once you get your INT score up a decent ways - especially when the extra damage from ego is being further boosted by Enlightened.
PBR (AKA Pulse Beam Rifle) is gonna be your main single target attack. Very respectable if somewhat fluctuating damage, which is why the R3 as opposed to the Adv. is important. I've got base %37 crit chance on her with R5 gems, severity SCR gauntlets and 2 R5 Dexterity mods. Combine with +%6 from Focused Strikes and PBR's built in escalating crit chance and it's a pretty decent main attack crit-wise.
Mini-gunserves as your AoE in the early game and does a fine job thrashing lesser minions. It's other purpose actually relies on a bit of an exploit: You can trigger minigun AND star a maintain attack (PBR, for example) at the same time, pouring -two- crit-happy streams of fire onto an enemy as well as stacking Locus. the trick to it is to hit the minigun button, and then begin the maintain immediately after. It's pretty nasty if a bit energy hungry.
Strafing run is your other AoE but it's also there for spike damage. Which it can do a respectable amount of on a crit. The nice thing about SR is that you can select the power and select your targeted area smack-**** in the middle of a maintain. If I recall from my last Gravitar fight, I could hit her for 4 5K-ish hits on a critical.
Arcane Circle's basically there for perpetual energy. Three stacks of overdrive is completely fine for fueling PBR more or less indefinitely, but to use the Minigun/PBR combo repeatedly and for the duration of the maintain, this is a thing that you need.
Ego Surge was chosen for its Ego and crit boost that comes with it's damage boost - remember, all the ego you've got going for you does 30% more than usual thanks to your Enlightened(ment).
Force Field/Force Sheathe: Energy Shield would've been more thematic, but it's hard to turn down a shield you can keep up almost constantly and continue attacking. Activate between attack cycles and improve your survivability.
There's two active D's: Masterful dodge for resisting damage, and Resurgence as an OH**** button to pull you back from the brink. Conviction for lesser healings. Smoke Grenade to drop boss aggro. The build's got enough HP and resistances to off-tank for brief periods and tends to grab aggro like mad from its damage output. So let 'em pound away if you can take it, nade 'em and back off if you can't.
Typical attack rotation's something like this: PBR followed by strafing run, pop shield, PBR/Minigun combo while SR cools down, pop shield, repeat. Activate Active O's, D's, and heals as needed.
I suggest gearing in some additional Recovery as well. Usually go Severity SCR gauntlets w/Gambler's Gem, Avoidance SCR PD with Gambler's Gem, and the PU helmet that favors cooldown reduction w/impact prism.
Thoughts, suggestions, things I'm completely wrong about and should change? PS, the order of power selection is just how I ended up doing things on my run to 40, not necessarily the ideal.
