After ranged, support and ranged support. having to tank in the other builds(and a large amount of failed tank builds) here is the , make it up as we go along build.
Devour essence is a space aver. I don't use it much.
Ego surge would probably have been better earlier.
Gear is crit for off, dodge/avoid for def and cost discount for Utility.
Its really simple, run up to max range, stand and shoot, keep shooting. punch BCR and resurge as necessary.
May I suggest something? Remove the points from Force of Will, it won't do anything unless your barely alive and almost dead (it becomes useful only when you have less than 15% HP, and really only majorly noticable once you have <9% HP. I wish I could remember the topic where somebody plotted it on a graph...). Thus I'd highly recommend tranfering those points to "Nimble Mind" on Ego Surge, if you're not already locked in (left the powerhouse).
Until they change Ego Surge's Nimble Mind advantage to also allow scaling off of INT (instead of only CON, which would make a hell of a lot of sense), it's kind of a must-have if you're going CON as a primary superstat to pick up that advantage.
The fact that CON's HP bonus and how Nimble Mind scale are both linear, makes it totally beneficial as you start to put those higher rank CON mods and Vigilante gear on. Unlike DEX, you won't be hit with diminishing returns. Speaking of... we really do need INT as an option, for the sake of build variety, lore (Nimble Mind; mind & reasoning = INT, body & hardiness = CON) and mechanics balance (INT makes more sense on Ranged and Melee DPS builds that could use the cost discount and cooldown reduction, CON is definitely more defensive/tank-ish).
There are a few other minor tweaks I could suggest if you wish, but this is a notable oversight I wished to highlight.

I haven't found a need for crippling challenge, I get aggro and keep it.
Let me try to explain what Man.of.Light means a bit better... By common definition, your build is a "pseudo tank", but that doesn't mean you can't be the team's tank.
To function as the "tank" in teamplay in a RPG or MMORPG, in a classic sense, you must be able to:
1. Survive
2. Grab agro/threat (namely talking about swarms)
3. Hold agro/threat (namely talking about bosses)
With enough DPS, survivability, and applying debuffs (Find the Mark in this case), you can do all three. I don't have any trouble believing that she can do that. I can also vouch that she's an experienced player.
That said, a dedicated/"true" tank and/or an extreme DPS build will probably take over your agro, Cloud. That can be ok, it all depends on how you wish to play.
My biggest worry with your build has to do with energy supply and restoration in extended combat (although a certain drifter device makes this a moot point these days I believe... *sigh*), and changing some advantage points around to fine-tune things to make your build notably stronger.
apologies for the rudeness. I did say this is the first one I've got to work. Most I scrapped before 25 as complete rubbish.

4. I've lost aggro to someone else using 2 gun, and 5 levels higher than me. A tank has managed to get it by using crippling challenge but as soon as their challenge wears off, I get it back.

Anyways, yes Find the Mark is the specialization-based debuff you chose. It debuffs your targets so that any allies (yourself, your pets, allied NPCs, and teammates) will have an increased chance to critically hit versus that target. Stacks up to 3 times.
Like other debuffs, applying it generates agro/threat. DoT debuffs and status change debuffs in particular (and find the mark falls under the status change group for some reason).
The big driver for threat in this game though is healing and damage dealt, with consideration given to how quickly -- so large-spike single hits gets more attention than small but rapid hits. (hope that made sense)
If you want to truly tank, you want to pick up crippling challenge.

It uses a ranged attack but has no problems standing face to face with the target. You start shooting at max range to get their attention fast and to get them to come to you.
Looking at the build I would have to agree with MoL, you do not have anywhere close to enough DPS to keep agg from high DPS heroes without CC/CS.
That's at level 40 with finished toons. Right now, you can't really judge how well your build is until it's finished and you play in some tough alerts like Gravitar or end game lairs.
Hit level 40, gear up with Heroic and play some and see how it goes. Give it some time before you hit the retcon.
