Help finding a costume piece, please!

The other day, I found a hair style that is perfect for one of my characters. Unfortunately, it's a Zen Store purchase, and I have no use for the rest if the set. I'm not really willing to dump $5 on a single costume piece (I miss City of Heroes' option to buy individual parts! 
).
However, according to both the game and the wiki, the set (Luchador) can be unlocked in-game with PVP rewards. Awesome! I just have to suffer through a bit of PVP and I can get it (PVP is not my cup of tea). But, I can't find "Long Loose for Luchador" anywhere in the PVP market or in the Perks rewards. Woe!
This leads me to believe one of the following is true:
-The hair can't be earned in-game.
-The hair unlocks with some other part, and isn't listed.
-I'm blind, and it's been right in front of my face the whole time.
So... Can any of you help me figure out what I need to di to unlock this costume part?

I believe it is part of the base Luchador kit.
