Effects:
-360% resistance to all damage
-Immunity to all damage penetration effects (they will not cut through the 360% resistance to all damage)
-Increases cooldown time of other Active Defenses up by 30 sec
Considering Masterful Dodge only increases avoidance by 87% at rank 1 (before Cryptic Math) you might want to rethink your numbers. 360%-440% is excessive.
On the whole though I like the idea of a resistance based active defense.
So it basically functions the same whether you're squishy or tanky, and has the expected result of removing a heaping amount of the incoming damage, without completely making you invincible. In the end, it's about as effective as Masterful Dodge.
The defense penetration immunity seems to be mostly pvp-motivated, since I don't recall any pvp mobs that penetrate defenses other than Brick Busters. This wouldn't really be a good thing though, as a major problem for pvp is already too much surviveability, so that part of the power might have to be scrapped.
Otherwise, this seems like it would make a nice addition to the Brick framework, so us beefcakes don't have to learn martial arts, or wear flimsy power armor anymore.

It's to give Might a feel that it is a tanking power set and to introduce that Dampening Field power I've seen on those planes but now for players. Currently UA MA and Power Armor are truly the tanking power sets.

It's not like Masterful Dodge by the fact that Resurgent Reiki from BCR does not work in tandem with Resist. On another note this could be a good active defense for people that haven't boosted their defenses as much as their dodge/avoidance or regeneration.
The damage resistance maybe a bit high as I was taking the values from the planes (which you were able to spam constantly on the other hand).
Yeah, 360-440% is way too high. To put this into perspective, rank 3 Energy Shield (strongest block in the game, probably barring Ebon Void with Advantage?) gives you 380% resistance. A rank 3 block versus a rank 1 active defense nearly matched in mitigation? I don't know about that. I like the sound of somewhere in the 150-200% range.
His % is to high but the power is needed. Im sick of seeing MD always we need to see some changes with active defences we need something else good. Of course others will be harder to kill but this power cant have 100% res to pentration dmg most 50% of it negeated is possible. With 150% damage resistence rank 1 rank 3 200%.
As for MD we need powers to -avo on people to reduce survial.

If my Defiance gives me 18% per stack... 108%
Let's say I get another 80% from Defense... so 188% total, which diminishes to about 65%.
Activate resist!
Rank 1: 85% mitigation
Rank 2: 86% mitigation
Rank 3: 87% mitigation.
So about 20% more mitigation for a tank that already has a lot of defense.
So let's say I'm a squishy...and I have like 30% defense, which diminishes to 23%
Activate resist!
Rank 1: 80% mitigation
Rank 2: 82% mitigation
Rank 3: 83% mitigation
