Compassion Improvement

I propose Compassion should also allow stack gain when a friendly target is bubbled, assuming of course stack gain isn't on internal cooldown. Currently it's possible to lose all your Compassion stacks due to overzealous bubbling, competing healers or a self sufficient tank. This change would make it easier to gain stacks without the use of Sentinel Aura or using Iniquity just for the self damage so you have something to actually heal.

    This has been suggested before, and it's still a good suggestion that I agree with.
