Sure, this feature is intended to allow us good players to ban undesirables from the chat for one day. But as a recent thread here shows, that doesn't help against visual trolling; with emotes, powers and costumes.
So I see only one way to make it truely effective:
Upgrade the automatic 24 hour chat ban to an automatic 24 hour game ban, account wide for all Cryptic games!
* Please notice: This is a satirical suggestion, to show that this method of policing the community, "virtual lynch justice", is not just bad, but completely useless against trolls. Auto-silencing doesn't stop trolls, but just gives them another way of harassing the innocent. Auto-game-ban might stop trolls, but would undeniably give them the ultimate trolling tool! So the only way to make this function "work as intended" would be making it even worse, for everyone!
We need real GMs, Gronddammit, not trolls allowed to act as GMs!
This is an unintended exploit, Cryptic! Now go ahead and do with it what you always do with those: Remove, ASAP.
If you don't want to pay someone to police the community, but leave it to players to do it for free, just give a few reliable and active players GM status, just like here on the forums.
