Its not so much cryptic math as it is incorrect info displayed for how it works.
As pointed out they both say add % and thats what the +dodge% does.
No amount of 'crypic maths' would turn a true +87% into an amount that doesnt even take the total UPTO 87%, since +87% would turn 0% to 87%.
What is happening is its adding +avoid rating, which is where 'cryptic math' comes in
A straight +% as it says would work the same as with dodge, but +rating (what its really doing) has reduced effectiveness the higher avoidance is. The +avoidance rating listed works out to the small increase it actually gives.
Wether its intended to work this way and they have the description of it adding +% wrong, or its intended to be +% and they have it adding rating by mistake though is unkown.
Probably the first one; the second one would constitute a pretty huge buff that the power doesn't need.
