I wouldn't mind more device slots for the noncombat devices. But that would require programming of each item that ever existed to have a flag for what can go where. Also if they just add more device slots people would just stack even more Legacy Devices on their characters.

I m interested in non-combat sharing combat slots, as an example my magnifier and shrinker are never equiped, same as my travel to Caprise ticket, and I would like them to be equiped.
About stacking I do not understand the problem about stacking devices when many share the same cooldown. I m not sure about the list you made, but my best device is the verteran recovery item and even having a lot of them, equiping more than 1 has no sense because they share the cooldown.

Yes, I agree -- the extra slots could be put in the same place as FFs have their extra Builds, to help make up for ATs not having Builds (in the same way that ATs have fewer Powers but higher Characteristics).
We have multiple builds but for Pvp if i had 8 devices slots in one id never lose lol it be OP. For noncombat devices i think its okay have 3 slots for costume looks/or power effects like dark aura as for powers. I use 5 good devices atm and any more would be overkill!
