So I just thought of this but I'm not sure if it would work, and I'd like to throw it out there.
Rather than completely rework the claws set (because I like the flexibility Dragons Claw gives me) I think the rest of the set could be brought in line if Viper's Fangs and Tiger's Claw were made into PBAoE's/melee cones like One Hundred Hands, and the Shredded debuff was boosted a little. I don't know what it is now, but it's not really worth having.
Anyway, this would keep Dragon's Claw still viable, but allow some flexibility for players to deal with multiple targets and be able to debuff for a strike similar to Dual Blades, and make Viper's Fangs and Tiger's Bite more appealing in comparison.
It's just two small simple changes (AFAIK) that would make the rest of the set more fun.
