I have about 11ish characters. All of which are freeform. Currently, I pay monthly. But if I were to stop, what would happen to these characters? Would they be locked just like back in CoH? Also, would I lose the costumes I got immediately after I went gold?
Your characters will be locked, you can pick only 2 of them to be silver and revert them back to a free AT, all gold content that you didn't purchase before will be lock down, be it costume unlocks, bag slots, character slots, hues of the powers.
You can switch back gold to silver as much as you like, BUT! the retrain from freeform to AT is free only ONCE.

actually its reverse the retrain from at to freform is free only once, you can always convert to silver for free. side note gold at to silver at conversions are always free. its just coverting to a freeform and back that costs
the reason you can only convert to freeform once is to prevent users from exploiting the system for free monthly retcons by letting their subscription expire for a day each month
All your characters would be visible on your Character Select screen, but unavailable to you. As a Silver, unless you purchase one of the Premium ATs or a Freeform slot, you can only play one of (IIRC) nine free ATs; even if you buy a Silver Freeform slot, you can't move an existing Gold FF into it, but would have to start a new character. (On the plus side, if you were to buy a Silver FF slot, that's an additional character slot, in addition to the ones you have already.)
Silver accounts have a base of two characters available; if you've purchased any other slots, or if you were here for last year's AT Rotation program and got the free slot from that, those will be available to you as well. You can convert as many characters from Gold FF to a Silver AT as you have available slots, but you can only convert for free once - if you go back to Gold later, and want to convert a character back from AT to FF again, you'll have to buy a Retrain Token. Also, if you want to start a new toon, don't delete more characters than you have available Silver slots; when your account is Silver, your Gold toons occupy a sort of "virtual" slot-space, and if you delete more characters than you have Silver slots, the others will disappear. (I learned this the hard way. RIP, Meteor...)
You would lose access to any costume pieces that are in packs labeled "Free For Gold Only", including the rather large Variety Pack - that's one reason why my toon Happifun Security System X-4 has changed so much in appearance over time. (It was first built as a FF, because there was no Power Armor AT at the time; later I lost my job and had to drop back to Silver, so lost access to it. Later I was able to purchase the Invincible AT and a pair of character slots, so I used one slot to convert Happifun to an Invincible. However, many of its parts were armor pieces from the Variety Pack. I was able to cobble together an acceptable costume from packs I did have, and later scraped together the Zen to pick up the Holo Hex armor, which worked well with its DJ Madbot head and the sheriff's badge I picked up in Snake Gulch.)
Note that anything you've purchased with Zen, whether Zen you paid cash for or Zen from your stipend, is yours, and will be available whether you're Gold or Silver. Same applies to anything you bought from the Questionite Store.

What will probably happen is that you'll get bored with ATs and stop playing. Once you go freeform the only answer is free porn! ...er, I mean... you can't go back.

If I am gold now with three 40th lvl heroes, and let my gold account laps to silver; What happens to the extra slots that I recieved for having three heroes turn 40th lvl as a gold account holder? Do they lock in as Gold only extra slots or will they become available even after my account changes to silver status?
Also, if I buy two extra Character Slots with Zen, while my account is still Gold, but do not use them, then switch to Silver later, will they remain available even to the silver status account?
Am I explaining myself well enough or are my questions too confusing?

The slots you purchased with Zen will remain available, assuming you didn't fill them with Gold toons. (That's part of why I have nine Silver characters right now.)
I believe the slots you unlock for hitting 40 as Gold remain available even if you drop back to Silver, although I haven't tested this personally.

Yes, your slots will still be there. Confirmed this myself with my secondary account.
