MCP regognition vendor gear is lvl 40

I have 28 alts and I have bought all the travel powers and costume pieces from the MPC recognition vendor. So my new lvl 16 pistol toon had some MPC recognition and the only thing left to buy is cruddy heal pots or random gear. so I bought two gear boxes. But when I opened then the gear was lvl 40 instead of lvl 16. I sent a bug report.
As a side point, I would like to see some mechanism to up grade recognition. Say 5 of the one tear to get 1 of the next higher tear. I have a bunch of MPC recognition points on my various toons, for example, and nothing useful I can do with them.
