I just noticed why the lock boxes in other games are so successful, and that is there is an option to buy the desired item in the Cash Shop.
Add the grab-bag items to the Z Store! Yes, more expensive than a key or the bag, but make it appealing for the ones that doesn't want to gamble and more appealing to those who do want to gamble instead of paying the whole price tag.

But you'll end up spending less money over all that way. If you have to buy keys, you may spend upto $10 or $15 even before you get the item you want. Which is much less then spending $3-4 on that item.
If I could buy things directly from the C-Store I would be much more likely to spend money, versus gambling with lockboxes.

It's exploitative (or in marketing terms, effective) and it works.
I used to buy things on the C-Store (Z-Store) all the time. I have all of the hideouts, and almost all of the costume packs. But I'm completely immune to gambling, I just toss the caches away. This is because, as an older person, I see the value of a quid pro quo transaction. There is an item, I want that item. I see it has a price, here is my money.
So whilst I would be interested in costume packs, travel powers, and hideouts, I'm not interested at all in lockboxes. So essentially, they're losing money from me. I used to spend quite a bit per month on this game, now I'm spending nothing. If what they're bringing in on lockboxes is more than what they were bringing in with people who were buying sets, then...
Essentially, it's our choice. We can't simply decide that this is the way things are. We just have to not buy keys. If you have been buying keys, then keep in mind that you will continue buying keys, and more keys, and more keys. If you stop, then you're changing the perception of what a viable revenue stream is. But if you don't want to stop, I can't make you.
Ultimately, it will all come down to what the most reliable revenue stream is.
If it comes down to never paying money out on this game, but never getting new costume pieces, and the game not shutting down due to financial ills, I'll accept that. I'll just not spend any money at all and enjoy the game. That's that. If, however, they change things around and start providing sets again, I'll buy them.
To be honest, with a more Western audience I don't think these keys are going to be sustainable over a longer period. They were a novelty, but that quickly wears off. And I suspect that what we'll eventually see is this happening, from the standpoint of someone who usually can see the way the wind is blowing.
We'll have key exclusivity and high prices.
So, you'll have a costume pack only available via a lockbox for a month. After that month, it'll appear on the Z-Store for about 1,000Z. If that price is too high and/or too off-putting for key buyers, they may lower the price and/or move the distance back further. But think of what they've done already.
There were rewards in STO for getting people to buy lifetime subscriptions. Those rewards eventually ended up on the Z-Store. They weren't exclusive.
Let's just say... that's what I'm almost certain will happen.
And then, depending on how the keys do once their novelty has worn off, they'll phase them out. But they'll also keep the higher pricing for costume sets and such. Which I'm also okay with because I understand that they have to make money.
No, as i said many people will not spend anything on gamble boxes, so its 10 people spening $5 for a vanity item or ten people spending $0 on it.
