You can't use ANY of your powers while driving. So, Vehicles Power Set is all ready in.
I guess they won't allow one handed driving in the game.

I'd like to see some Cybernetics powers. No, not Power Armor/Iron Man powers. It could be a powerset that jives with those powers and some of the Gadgeteering powers, but it would be cool.
Machine guns hidden in the forearms, a flamethrower, a hidden blade in the forearm/fist, a taser device, and some utility-type powers to boot.
I wanted a power like "Bionics" and such, but not "power armor" related.
Like rocket fists, drill/Chainsaw hand(or hands), Limb stretching (not like plastic man or Mr Fantastic, more like Inspector Gadget or Machine man), Cannon mouth/arm/bazooka knee...you get the idea

How about vehicle powersets? You've seen the Batmobile and all of its nifty gadgets, right? Basically abilities that would only be available if you using your vehicle (you can't use most of your powers while driving, right?). Just my two zen...

Symbiote-esque powers. Has anyone played marvel VS capcom 2? It would work like venoms powers there and in the comics. Very gooey looking tendrils as well as various teeth and such. Maybe good for DPS and Control, and it would give them a reason to expand on the tendril costume pieces as well as add new visuals to the Roin'esh.
Plants as well would be a good one, people seem to be digging that idea, and i like it over in DCUO. sadly i never got to try it in COH
A definitive vote for Energy Blasts. Nature's good too, but the animal part is a bit covered by Bestial Supernatural. Symbiote seems kind of redundant as a powerset and water doesn't seem that appealing either (at least put water powers in the Ice Framework?). This is, of course, only my opinion.
Water would round out the elemental sets very effectively, and Time would allow for them to start adding more substantial Crowd Control abilities- something CO is sorely lacking.

How about a luck based powerset? Their attacks would have the same mix of powers any magical hero would have, but...
Each attack has something special that would alter something about the villain. It could be anywhere from preventing that villain's attack from executing to something severe as summoning a giant fat demonic bird creature that would land/sit on him for massive crushing damage. Or even worse... allow the next attack that hits him to damage him for CRITICAL X5!!! Or it could go the other way and affect the player who's using that power.
Only example I can think of would be Dungeons and Dragons' Wild Mages, whose magics have a chance of doing what they're not supposed to, sometimes being fatal to the Wild Mage who is casting the spell.

Spines/Tentacles - Thought the way I imagin it, this could actually be one and the same powerset as Plants.

Bowguns, because I loved having the single multi-purpose ranged weapon that can be used for just about any type of combat back when I had a PSP for MHFU. (As opposed to multiple weapons for multiple situations)

While it would thematically pair very well with it, and could probably come with Luck themed buffs, I'm not talking about Luck.
What I'm talking about is more along the lines of Gambit, Sniper or Twisted Fate. I. E. throwing cards, dice, coins, darts, etc. I imagine the set would be sorta utility/DPS slanted (like a better Archery, basically) and visually designed to be fairly theme neutral, as to work with tech, mystical, natural or whatever type characters.
...I just recently realized something really disturbing. We're all eating Sodapop3's "humble pie."
-Gauntlet (A giant Glove, could it be mechanical, biological, magical, elemental, etc,etc would be probably related to Might powerset)
