I'm running out of things for my streetwise, low budget characters to do; my grittier and smaller-scale characters feel a bit awkward running off to Canada or Africa or wherever to help out there, because they're Millennium City rats. I run through the city, expecting there to be more places, but I hit invisible walls with more city beyond.
Could you please build the city out more with some higher level content? Not all of us are global-scale world travelers.

well,in the last UNTIL field report, they stated that they have a grittier area of MC coming as a new zone, however keep in mind some of the things on that list may or may not happen, and knowing the time-frame of them, I'd expect it around early summer of next year or later, they've been talking about the moon for the past 2 reports, I'd expect them to try for it first though.

The city is pretty much empty of people/players as it is, more city
would just make it seem even more deserted with more time spent
    developing barren urban wastelands.

They should definately USE more of the city that we have.
More surprise robberies, open missions, citizen missions to reuse.

Try Vibora Bay, its more city.

    Agreed. So very much.

Using, "Scary Monster," tech (and perhaps even some level 40 content) in this fashion could add a lot to MC.

This is what we should definitely do, maybe even spice things up a bit with new types of missions, for instance in downtown, throw in a few diverse missions there involving other things than members of the DEMON gang, such as members of the New purple gang or Psi conducting a robbery in a High-Rise, or stopping villains attempting to get into a secure building such as a bank or so while they're trying to get into it via the roof of the building, and add in some new civilian missions that take place in void areas of Millenium City.
