A common request for nemeses is for them to have multiple powersets or better yet to be freeform so that we can customize our archenemy further but the official response is generally that they can't do that since some players would you such a system to create horribly underpowered nemeses to mine EXP.
Another problem is a newer player making a very weak nemesis by accident just like they might accidently make a freeform hero weak.
Well I believe I have a solution which I whill it won't allow for completely freeform it should allow for a good deal of power-set combinations and much more customization in our nemesis powerset.
If you remeber back to when we could choose powersets rather then archetypes each powerset has two "suggested stats" representing the stats that the Dev team thought (and were usually correct in saying) the powerset cared about. My solution is that when designing a nemesis a player can choose three stats that the nemesis will receive a signifigant boost in (which will have the added benefit of making them harder for player who want that) and then the player may choose any of the powersets which use any of those stats as a combination.
Example: Say I wanted my hero Ally to have the nemesis Celcius, who can control both fire and ice. Fire's stats were PRE and REC and Ice's were DEX and REC. Thus I would boost Celcius's PRE, REC, and DEX. If there was a PRE/DEX powerset I could choose that as well.
Then the Nemesis's powers would be divided between those powers with important slots like EB, Passive and Block being chosen randomly.
One possible problem I thought is that most people don't have the stats for each powerset on the top of their head and might find themselves limited in powerset choice by their earlier stat choice. In order to remedy this ideally both stat boosts and powersets would be available on the first page of nemesis seletion and picking an option in one immediatly disables the nonapproiate solutions from the other table.

The real problem with freeform nemeses is that the AI couldn't handle player-chreated builds.
I agree with all of the problems cited for Freeform Nemeses. However, I do think it would be cool of some way could be set up to allow a Nemesis to draw from two different Power Sets. Perhaps the Powers (or at least the attacks and utility powers) could draw randomly from one or the other, on a 50/50 chance.
I think, too, that it might be cool if we could choose one (just one) "signature" Power for the Nemesis to have. Leave the others for pre-set and/or random selection, but let the player's concept customize the set that much.
i don't think exp farming is much of a concern - the nem missions dont give alot of EXP and you can only get one mission per 6 hours (unless that's changed?)

Well true but I had hoped that having only 3-4 powersets at most might make it a little easier on the game AI.
