I didn't know the gear was bound either and now I have FotC XP Boosts on an L40 toon I would love to give to my lowbies... :rolleyes:

They don't want you to play level 40 characters ?
Look at the Alert system (the primary, or perhaps only, source of new content for most of this year)...it is, in general, designed to not reward level 40's to the same degree that it does sub 40's.
Low level zones get reworked, more than once, while higher level zones are left untouched.
Seems to me as if the goal is to emphasize the low level experience in order to grind money through player turnover (and perhaps emphasize altism for those who do not "turnover.") rather than attempt to achieve an significant degree of player retention through game growth.
