I don't have any experience making Support builds. She will use raptor pets and I'd like to maximize the defense she provides from Radiant Protection.

Three things quickly right off the bat:

    1. What is the focus of this build? (like if you could only choose one (or two) active use powers, which ones and why?)

    2. As written, you're going to get frustrated with running out of energy or not having enough to start with (meaning you'll have to get in-range to use your energy builder a bit first).

    3. Oooh AoRP! That's a good passive, especially for teams, but sadly rarely used.

You might want to decided if you're going to focus on pets or not, which brings me back to question #1 that I'm asking you. What's the focus power?

Pretty much a pet build, Primal Summoning, Frost Beast, and Command Animals for the raptor pets. I figured the AoRP and the Specs I chose will help augment the pets.
    2. As written, you're going to get frustrated with running out of energy or not having enough to start with (meaning you'll have to get in-range to use your energy builder a bit first).
I'm hoping the Sigils of Radiant Sanctuary will proc Compassion enough to provide decent energy. I was originally going to use Fire for the Therm Reverb energy but felt it would make more sense to focus on Support and thus healing/defense.
    3. Oooh AoRP! That's a good passive, especially for teams, but sadly rarely used.
I was going to use AoPM but I hate being too squishy.

    The focus is really pets.

AoRP is only a good passive if you're the only one who has it. Thanks to a little bug, if you have two people with AoRP in the same team ... neither of the players with AoRP are going to be able to block.

    Blocking is kinda important.

Saga Venefica's build has been very good for me for my pet healer support build.

Alternatively there's the Michele Gabriel build for healing/support:

If you must have pets and prefer a tech approach there's the Operator build:

Pets eh? Funny you should mention that: http://co-forum.perfectworld.com/showthread.php?t=188641 (take a look)

I've revised your build to be focused on pets & healing, basically focused on one power: AoRP. Mostly because I'm excited that you broke the mold and chose it. The following build is very similar to one a friend of mine had and it's quite effective indeed. Also incredibly annoying to PvP against (unless you know its Achilles Heel weaknesses), which you might find amusing. Also trust me on the on specializations, talents, and the R3 Ebon Sigils with a PRE primary superstat build; it's going to have good synergy together and just requires a bit of practice with positioning and timing. A little bit of a learning curve, but great once you get it down.

    Name: Queen of Dragons

    Archetype: Freeform

    Super Stats:
    Level 6: Presence (Primary)
    Level 10: Intelligence (Secondary)
    Level 15: Recovery (Secondary)

    Level 9: Diplomatic
    Level 12: Negotiator

    Powers:
    Level 1: Radiance
Level 1: Celestial Conduit (Rank 2)
    Level 6: Illumination (Brilliance)
Level 8: Aura of Radiant Protection (Rank 2, Rank 3, Runic Glow)
    Level 11: Molecular Self-Assembly
    Level 14: Compassion
Level 17: Protection Field (Rank 2, Rank 3)
Level 20: Ritual of Primal Summoning (Rank 2, Unbound Ritual)
Level 23: Arctic Beast (Rank 2, Rank 3)
Level 26: Command Animals (Rank 2, Rank 3)
Level 29: Ebon Ruin (Rank 2, Rank 3)
    Level 32: Imbue (Rank 2, Rank 3)
Level 35: Sigils of Ebon Weakness (Rank 2, Rank 3)
    Level 38: Conviction

    Travel Powers:
    Level 6: Fire Flight
    Level 35: Blazing Speed

    Specializations:
    Presence: Repurpose (2/3)
    Presence: Selfless Ally (2/2)
    Presence: Grandeur (3/3)
    Presence: Moment of Glory (3/3)
    Sentinel: Caregiver (3/3)
    Sentinel: Sentinel Aura (3/3)
    Sentinel: Moment of Need (2/3)
    Sentinel: Genesis (2/2)
    Commander: Create An Opening (2/2)
    Commander: Multitasker (3/3)
    Commander: Durable (2/3)
    Commander: Savage (3/3)
    Mastery: Commander Mastery (1/1)

    Synergies in this include
    • Imbue, conviction, and pet summon cooldowns triggering MSA (energy unlock)
    • Ebon Ruin + Imbue for HIGH damage against key targets
    • A heal which chains using Illumination and that also heals those pets via enemies you use Illumination on, AND also works with Durable specialization
    • No AoE needed as your pets are essentially your AoE attack, and their damage is pushed up pretty high with this build
    • Imbue + Conviction or a charged blast of Rebuke for a power-heal
    • Bubble spam to your heart's content, protecting yourself, you pets, and your other allies.
    • Ebon Sigils scale up with level and your PRE stat, and they'll severely weaken foes in an AoD (Area of Denial) slowing them down so you pets can chew on them more while reducing their damage by 50% if you get all 5 stacks (i.e.: the foes are in-between all 5 sigils).
    • Conviction is an easy means to self heal not requiring you to re-target yourself which is a pain to have to do in the middle of combat
    • Lack of defense from the specialization tree is made up for with your aura

A typical max-effect tactic for this build:
    1. Cast Ebon Sigils
    2. Walk backwards a bit
    3. Hit Nimbus of Force
    4. Hit Imbue
    5. Target the biggest foe in the group hit them hard with Ebon Ruin
    6. Heal and cast protection field bubbles while your pets and the group collides over the Ebon Sigils AoD
    7. Due to the slow effect and your pets, the enemies will be bottlenecked, cast Illumination on them
    8. Keep yourself alive and moving around but staying close to the sigils and your pets
    9. The Ebon Sigils actually draw more agro than most pets, so they are a sacrificial distraction and you might have to recast if the fight is prolonged

    Blocking is kinda important.

That's not normal function! It's a bug! You shouldn't avoid a passive simply because it's bugged...

And besides, didn't they fix that yet?
