Proactive Pursuit of your Nemesis

As things stand, your Nemesis initiates every encounter you have with him or his minions. I'd like an option whereby it's possible for me to initiate some of the action: say, something as simple as providing a daily Nemesis Mission through either Captain Martin or my Hideout's Crime Computer. This would feel a bit more like me tracking my nemesis down and interfering in his plans, and would give me a way to advance the nemesis "story arc" without having to wait for random spawns of minions who may or may not drop the Clues I need to acquire new missions.

I already treat it like a daily- every six hours (more on workdays, alas- I need to work, eat, and sleep) I go over to where James Harmon is preparing his little speech and I notice all the nefarious folding chairs that Shadow Destroyer has set up. I figure Shadow D must be the one behind it- how else do you account for them dropping glowy bubbles?

Anyways, once one drops a glowy bubble, grab it and your Nemesis minions will come to investigate, guaranteed (see? More evidence that the nefarious plotting mastermind is behind it!) If it's been at least six hours since your last nemesis mission, one of them will also drop a clue giving you your daily Nemesis mission.

    Nifty, eh?

Huh; I've never seen them drop glowy bubbles. Do you have to do something to get them to drop, or is it just a matter of time? And if it's just a matter of time, how much time? 5 minutes, an hour?

It's just a matter of time- less than 5 minutes if you've got a decent AoE attack; may take longer if you're forced to rely on your energy builder, especially as those evil chairs won't return any energy when you beat them up. If you're online when I am, I'd be glad to help you find 'em. Look for me as @Will-O-Whisp.

Anything that has multiple sections to their health (i.e. most supervillains have 3-4 divisions in their health, which for a lot of them, as they get lower and lower, allows them to use hithertho unused abilities of theirs, and I strongly suspect actually makes them stop using certain abilities if they're particularly powerful and the devs think you need a break), will drop a buff bubble upon death.
Most single-part healthed objects can drop glowy buff orbs too, but it's not a certain thing: maybe 1 in 50 of single-parters will drop a buff bubble.
So, the chairs are rather heavily stacked together, you see, and with a strong, powerful AoE...
Well, probability is in your favour. And for reasons that make no sense outside of ease of mechanic, your villain's minions will attack you only when you are buffed and stronger, in theory, to prevent players getting angered by being ganked by their villain. Even though... That's what villains do. *scratches head*
    *punishes chairs*

Take an easier path: go attack Westside gang members. You'll earn Resources and XP in the process (just a small amount, but better than zero), and once you've knocked down enough you get a Perk and a Costume Unlock.

Be polite, though, and try not to farm the gang members the low-level players need (the Purple Gangsters in Little Italy and around the storage buildings next to the wall, the Maniacs outside the "Brains Behind the Breakout" meeting-place, and the Red Banner Collection Agents, mostly - oh, yeah, and the Purple Gangsters in the unfinished building next to the fire). On the other tentacle, there's the Purples outside the Purple Line HQ building (the one you have to enter to take out Poe the first time), the Maniacs in the basketball courts, the Red Banners near Iron and Gold, and of course I don't think anyone will much mind if you go after the Black Aces who aren't holding hostages, so long as you leave the guys with the Qularr guns alone...
