I can't say whether or not it's a bug, but the whole disappearing act this thing pulled in the mail on some of us if you didn't get it on the right character is a little annoying. Let me paint the picture. I was messing around with some silver characters I had no intention of keeping while I was waiting for my chance to resubscribe. Have to let the money get into the bank to use my debit card after all. I noticed the mail icon on one and figured it'd still be there when I resubscribed and got on something else if it was important. It was certainly not unimportant, but it was locked to that character. Which was deleted before I realized you needed to check the mail with whoever you logged in as first while the reward kits were being sent out.

Now, for whatever the technical reasons may be, the GMs I've contacted told me this character cannot be restored now. They also have occasionally mentioned not being able to grant me the reward kit, or the items (I've seen people say they had this done for them, so I dunno why they did and I can't, that's probably a separate issue) in between only responding about the character restoration thing because that was what I asked about in a ticket first. It may be that the mail being sent to only one specific character was intended, but I don't see why it should have been so. An account bound piece of mail would still only be opened and reward received the one time, on the one character. So if it isn't a bug, I'd just suggest never doing things this way again.

Also, it may not look it because linking my Cryptic and Perfect World accounts set my membership date by the Perfect World one, but I've been around since August or September 2009, I forget when specifically I made the account. Late August or early September at any rate. So if there is any fix for this, I'll be getting the third of the three kit rewards' contents I guess. If there isn't a fix on this end, and support can't help me I guess all I get is the titles which have already applied themselves automatically. That's something, at any rate. Vanguard Heirloom gear, I can live without that given the other means of acquiring items with the functionality I believe that has; three-pack of chance boxes is even less likely to interest me by far. But those action figures. That's one of the few things I've been trying to get as near as possible to completely collecting, missing out on Nighthawk and his jet(s?) is gonna be a real bummer.

yes it was a bit stupid having the mail only go the the first character you played when it became available.

as for subscription dates, old card statements perhaps? scan and send to support to get your sub changed
