I'm spitballing here, but the idea I have (and, yes, she's a concept toon, as are all of mine) is a woman who died in a car accident in the snow and was, essentially, reanimated in order to serve a higher power. She has ice and healing powers, believes she was revived to serve the lord, and is called (not calls herself- she's not that proud) Snow Angel. Here's the build I have in mind- my question is: will this build be easy to muck around with, or will it require a whole lotta maintenance to keep alive. Are there any things I could do to improve the build while staying within concept? (Yes, I know there are things I could do outside of concept; just accept it- I'm married to the idea.)
Noticed I was having some major problems with energy management, which always seems to be my problem with Ice toons. Slightly reworked. Would still welcome advice on how to make this character a little more effective...
If you are going to take Sentinel Mastery you have to have a power to proc the heal and I don't see any.
Your build is really all over the place and I'm guessing not going to be very effective at either tanking or healing. You just need to play the game or research more.
Just remember to keep either Telekinetic Maelstrom (especially if you want ranged powers) or Crashing Wave Kick for the stun = Sentinel Mastery proc. I would also keep the Active Offense and Defenses.

Um. I'm not taking sentinel mastery- I'm taking sentry mastery.
I have played quite a bit, actually, but I normally play either a pure tank or a DPS/Tank; Healers in Champions are a new thing for me, and I'm still trying to get the hang of them.
I did remove wither, since, looking at it, it needs a stun/hold/paralyze to proc, and I don't think the ice cage from various ice powers counts. Replaced it with genesis for better energy management when healing (although tankiness is still the main function; hence lots of Aggro management and self-healing).
Skarn's Bane was kind of a toss-in for the heck of it; maybe replace with another AD or a block replacer? I hardly ever use block since regen is so effective (and loses effectiveness when blocking), so I'm not really sure which would actually be better in this case.
After some consideration, decided to get rid of Skarn's Bane (I like the debuff, but it's just too situational to be worth it for me). Switched from Sentry Specialization to Protector Specialization w/ Mastery and added Resurgence to capitalize on it. No matter what I do, I seem to be running more and more in Tank style (well, Hybrid with Bulwark, but you get the point). Sigh. Maybe I should just take the hint, eh?

You can try modifying my tank/support build here: http://co-forum.perfectworld.com/showthread.php?t=179351
