So, I have been toying around with this one a while trying different powers and configurations. Chiefly my idea was an elemental character that could support a team and deal damage as a bonus.
So here is how she stands now. She has done well in Alerts and is currently running Unity dailies to round out her Silver Recognition gear.

She runs in the Support role and her primary source of damage comes from Lightening Arc for ranged targets and Hurricane for those too close for comfort. Here is a rundown of the power choices. Feel free to change what you like to fit your play style.
1. Electric Bolt - Standard energy builder with a chance to apply negative ions.
2. Lightning Arc - Main ranged attack which pumps out steady damage.
3. Ionic Reverberation - Passive energy unlock which gives energy via negative ions.
4. Aura of Radiant Protection - Nice support passive which gives damage resistance to yourself and your team.
5. Hurricane - Close range attack for those who stray too close.
6. Conviction - Self heal with a short cool down.
7. Electrocute - Four cord power. Does some damage, applies negative ions, paralyze's the target and finally triggers Sentinel Mastery. With the advantage it will also places a stacking debuff on the target to reduce the target's resistance to further electrical attacks.
8. Ball Lightning - With the advantage it splits into three spheres to do AoE damage and a small chance to apply negative ions.
9. Compassion - Nice form that gains stacks while you actively heal others as well as passively through your Sentinel Aura.
10. Arcane Vitality - Primary heal which can be swapped out for another if you wish. I like it's cone of effect myself. Empathic Healing is a good choice for better single target heals.
11. Protection Field - Place a bubble around yourself or an ally. Also gives back energy as it takes damage.
12. Ice Burst - With the advantage it also acts as a trigger for Sentinel Mastery with a small cooldown.
13. Typhoon - Charge it up and blast away. You can swap it out for Gigabolt if you want, but this fit conceptually for me as this character uses Wind, Electricity, and Water (ice) in her attacks. One note of caution, this power will repel the targets a pretty good distance on a full charge. I don't generally use it on teams unless the target is immune to knockbacks. It will keep your teammates from screaming at you.
14. Lock N Load - Chosen to help break out of holds as well as increase your damage, gives a small increase to your critical chance, and gives a energy cost reduction.

This character is pretty much a hybrid. It is designated for support, but can hold her own doing solo content. Feel free to make whatever changes you wish that you think can improve her. Have fun and happy hunting.

I am currently working on getting her purple silver recognition gear, but for the most part I focused on her primary stats. I added some CON and some purple secondaries with + health as well.
I equipped her Primary Offense with a 25% Bonus Healing core on top of her + Critical Strike that the gear already has.
Her Primary Defense focuses on Dodge and Avoidance gear.
Her primary Utility has a higher cooldown reduction than cost reduction with a + CC Strength mod.
She currently sits with 29% critical chance and 75% critical severity. She has an offense of 93 and defense rating of 140.
She's not a big heavy hitter, but she does just fine.
