Lead Tempest with Challenging Strikes

I saw someone in an old thread say that Lead Tempest (and Shuriken Storm) will apply Challenging Strikes regardless of whether or not the power actually "hits", in regards to its 25/50% chance to miss and deal no damage. Is this true?
EDIT: Nevermind, managed to test it. It's true, at least for Lead Tempest. Challenging Strikes is applied regardless of whether or not any actual damage is done.
