I posted this in general discussions as well, but I'll post it here in case developers are more likely to look here than in in the general forum.
I'm a City of Heroes refugee. I'm sure that by now everybody knows all too well what is going on with CoH. The one feature, in my opinion, that CoH has that sets it above all other superhero rpgs is a function called Mission Architect, which is a tool enabling players to create their own missions. This is important for any number of reasons: for example, prominent PC heroes can tell their backstories this way, tell backstories of canon content, ask "what ifs", and develop their own worlds.
CO doesn't have Architect, but a couple of PWE's other MMOs, notably Star Trek Online and Neverwinter Online have (or will have) a Foundry, a tool that basically serves the same function as CoH's Mission Architect (except that from what I hear Foundry is likely to be better than Architect, because Architect can only make instanced missions and not multiplayer zones, which Foundry rumoredly can). With a Foundry, CO would not only be on a par with CoH in terms of replayability, customizeability, and overall fun.
Having a Foundry in CO is such an obvious feature to include that I don't doubt that you've got people at least brainstorming ideas for it at this very moment, and that its inclusion in CO is nothing short of inevitable. I just want to give it a push to perhaps a higher spot on your priority list.
And, to quote myself in the general thread, the slogan of those still fighting to save CoH is "We're Heroes. It's what we do." We're going to try. With a miracle, we may even succeed. But if it turns out that we can't save Paragon City, give us what we need to do the next best thing. Give us the tools we need to build a new Paragon, here, in Millennium.
We've had rumors that CO will get foundry at sometime,Im not sure if we will ever get it,but I've heard that STO's foundry is the "beta" version,and neverwinter online will have the "finished" version,which will then probably get ported over to CO,again,these are just rumors I heard about this,but I am supporting the foundry for CO.
Well, I'm pushing for the developers to notice that there is a demand for it and make sure it happens, hopefully sooner rather than later. Myself I'm prepared to wait, if it means it will be better when it comes out. I understand that programming takes time.
I have trouble getting tabletop groups together; I've played CoH and then STO exclusively -for- the Foundry: holding weekly RP meetups to run through player created missions. I would love to bring this aspect of the community to CO.

I'm not entirely clear on what is meant by that, but my guess is that there are certain ways that the data is organized in CO that make a Foundry more difficult to implement.
Whatever the issue is, I suspect (despite the lack of any real evidence) that they've been making adjustments along the way toward making it easier.
At least, I hope so; a Foundry is very possibly the most-requested feature for this game. (Also, I have several adventure ideas I'd love to put together.)

What I interpret that to mean - what I *hope* that to mean - is that the code for building all of the things in Foundry isn't ready yet. If so, then when Neverwinter Online comes out, the Foundry will be ready, because it will have to, which means that porting it to CO will then be comparatively easy (and quick).

I wouldn't use those words to describe that. They would have to tag assets in game as well as possibly make more exclusively for the Foundry. They would also have to go through and tag NPCs to accept Foundry quests as well as potentially adjust maps and invent new ones as well. It won't be a "quick" process, but it will probably happen.
Indeed, they've said in the past that the hardest part will be getting all the environment items available in game listed and ready for use in the Foundry.
As simple as this sounds it isn't chances are every tree, dustbin plant and other environment will need to be tagged, possibly renamed and made ready for the foundry.
Then they need to tag every door, every static NPC and every environment item we can interact within in the open world and list them in the foundry as well as deciding if there's any we can't use.
Then they have to tag and possibly rename every enemy group in the game.
And by then they may be ready to start implementing the Foundry.

Well, you yourself said six months, approximately, following NO's release - that's quicker than a couple of years, which I might have otherwise been afraid of.
Well considering for PO'd a lot of people were, me in particular, that they somehow made this work in STO long before CO...
Well I want it, but I'm not holding my breath.
It another case of CO rebuilding the new Cryptic and it's reward is all of it best developers and cash being moved over to the NEW thing, while CO lags behind those new projects.
As for the CO not being ready for it.. well that's their own fault. Because they're basically telling us that they never intended for CO to have it when they were making CO they had already made MA on CoH and when coming over here, decided 'Nah, we're not going to do it here.' And didn't labe stuff or what ever while they were making this game.
Kind of in the same way they didn't think to make fully palette shifting colors [i.e. black and white shift] on all powers even thought they'd done it before, on CoH
Oh and the EXIT mission option, which they'd had before.. and Emotes... and .. bah don't get me started.

Imagine creating villains with custom powersets inside a Foundry mission...
Anyway, I also recall the dev commentary along the lines of 'yeah we want to but can't yet' and this was 6-8 months ago.
Ah well, in that distant horizon when it might come to us, presumably the kinks from two other iterations can be worked out and we'll get the best version possible.
Notice how they're doing thematic packages each month? My hope is that one of these months, the "theme" will be "your Nemesis", and that the content to be rolled out for that month will include something like the Foundry.
