Returning player with possible Powerhouse-related bug.

Returning player/CoH refugee here, and for the time being, Silver level. I converted one of my roster from my previous time in the game (Beta through the first six months of Live) from Gold to Silver to get re-acquainted with the game while I'm budgeting for the upgrade to Gold. I selected an Archetype (the character was previously Freeform), and entered the game in the Powerhouse.
That's where I've run into my problem. The power tray is empty, so I opened the Powers window, and the character's previous list of powers was there. However, it won't allow me to drag any of these powers into the tray. I figured I might need to use the free retcon to clear her powers list and pick from scratch...but when I open the retcon window at the Head Trainer, there are no powers listed for her to retcon out of, and clicking the "Remove All" button and confirming just results in a "Retcon failed: no powers to remove" error message.
None of her previous powers are available to buy, either. So it seems like I have a catch 22: the retcon window thinks she has no powers, but both the Powers window and the power purchase window at the Head Trainer seem to think her previous list still exists. The in-game help doesn't cover anything like this, and couldn't find anything with the search function here on the forums (at least not with a fairly basic search...).
Is this a bug, or am I doing something wrong?
