Depends. Did you check the little box at the bottom of the Character Creator? If so, it'll only show stuff you own.
If not, you might want to drop a line to the devs (a Bug Ticket, that is), because generally, if a set is for sale in the Z-Store, the parts will show up in the Creator (after all, it's the best way to advertise what's for sale...).

Just out of curiosity, have you levelled at least one character out of the Tutorial yet? (I am sorry if you are a regular poster and I do not recognise your handle. I still get confused from the Merger.) You cannot access those pieces until you have levelled a character through the Tutorial and can access the full Character Creator.
