City based progression

I would like to suggest expansion of Millennium City, to provide a more complete leveling experience.

Don't get me wrong, there is fun to be had in other areas. But, it seems that we spend more time outside the city, than we spend in it.

Consider:

Millennium City 1-16 (Westside)
Millennium City 18-23 (City Center)
Millennium City 24-28 (Downtown)

Desert 6-11 (Alternate Low Level)
Desert 15-18 (Burning Sands - Burnside - Wasteland)
Desert 18-21 (Snake Gulch - Project Stein)
Desert 22-26 (Area 51 - Stronghold Prison)

Canada 6-14 (Alternate Low Level)
Canada 21-25 (Renegade Run - Massasauga Hills - Fallen Sun Forest)
Canada 25-31 (ARGENT - Hoarfrost Hills - Strossens Peak - Burial Butte)
Canada 35-36 (Chiyetanka Bluff - Lynx's Fold)

Vibora Bay 20-24 (Black Mask)
Vibora Bay 37-40 (Easton Tangle - Midtown - Weston Tangle)

Monster Island 30-34 (Feral Tangle - Welles Pass)
Monster Island 35-37 (Wayfearer Coast - ARGENT)
Monster Island 37-41 (Slither Beach - Echinocos Shores - Andrithal)

Lemuria 34-36 (Undying Reef)
Lemuria 38-41 (The Caliginous Depths - Rastrinfhar's Abyss)

So looking at this, we have Millennium City and Vibora Bay as "urban" environments, but even Vibora Bay doesn't have a real "city" feel to it. It's more like perpetual zombie-Mardi Gras.

And looking at the overall progression, we spend more time outside MC, than we do in it, and we never really return to MC once we get into the 30's.

Looking at the MC map, it appears there is room, on the outer fringes of the map to the West and the East, where additional area could be added. Take a look here:

I have proposed the expansion of MC to fill the map, and include 3 new "sub-zones":

1. Level 31-33 - "Cobra Lords Resurgent" - In the aftermath of the Red Banner attempting to take control of Westside, the Cobra Lords have retreated to their native territory, the Industrial District. They have a new leader, Badass Billy Dan, who looks to reinforce his position. Your job Hero, is to ensure the Cobra Lords don't return to power.

(Location - NW Corner of Westside)

2. Level 34-35 - "Purple Gang New Territory" - Kevin Poe is back, and working with a new ally....FOXBAT!!!! With the crisis on Monster Island and beneath the waves in Lemuria, Kevin Poe and Foxbat see this as an opportunity to rebuild and regroup, beneath the Champion's attention. In a quiet part of town, every store is a front, and nothing is as it seems. Your job Hero, is to find out where Kevin Poe is, determine why he is allied with Foxbat, and ensure the Purple Gang doesn't corrupt this quiet part of town.

(Location - North of Downtown, East of City Center)

3. Level 37-40 - "Docks Gang War" - Now we come full circle on the journey Hero. You made a name for yourself busting up the gangs in Westside. But, while your attention was diverted elsewhere, the gangs began a new battle for ultimate control of Westside. This has erupted into full scale war down at the Docks. The remenants of the Red Banner, the Cobra Lords, The Purple Gang, and the rag-tag Maniacs, are fighting a full scale turf battle. Hero, the time has come to bring them down once and for all!

(Location - SW Westside, Dockside area)

By expanding our leveling areas in Westside, it gives players a chance to remain in the city for nearly the whole of their leveling experience, which for some of the more RP-minded players, whose character concept may not exactly fit with spending alot of time in the Tundra, or the Desert, or Monster Island or beneath the waves, it would be a most welcome addition to the game.

Additionally, it gives people more areas to pick and choose from, so their character's leveling progresision can differ from one character to the next.

    I love this idea, the city would feel alive and the missions more dynamic! :D

    Not only that, but it does a few things for us as well:

    1. Revisit the storyline of the Westside, which (at least in my opinion) was a very good storyline.

    2. Gives us more opportunity for city based crime to fight, and steps away from the "extravegent" missions of VIPER, ARGENT, Aliens, Mutated Animals, Fish men, Shark Men, zombies, etc. Just some pure old fashioned crime, perfect for busting heads.

    3. Kevin Poe - Far too interesting of a character to have him not escape from prison and attempt to regain power.

    4. FOXBAT!!!!! - Everybody loves Foxbat, and another chance to see him would be most welcome, especially with some upper level powers for people to face off against. Imagine what Level 30+ Foxbat powers would be like!

    5. Dynamic Duo - Some of my favorite stories from Superman, were "team-ups" between Lex and Metallo, or Lex and Joker, or Lex and (insert villian here). Now, how about a difficult solo instance, where you have to face Kevin Poe and Foxbat, at the same time? A final standoff in the sub-zone, similar to the Westside Finale with Hi-Pan. AWESOME!

    6. Expands on the Cobra Lords - Don't know about anyone else, but I felt the Cobra Lords were under-utilized in the Westside, and I didn't really like Frank Zarretti as their boss. I'd much rather see a big, beefy, motorcycle dude with a grudge as their boss, for a major boss fight, and the expanded zone gives us the chance.

    7. Gang War - we got a taste of the gang war in Westside, but it was pretty subdued because of the storyline. But, if one area of the city has that many factions, you have to think at some point, it will erupt to full blown war. This makes it possible to see the end result of your "interference" in Hi-Pan's original plan, and what the impact is of your attempt to bring peace and justice to Westside.

    EXACTLY!!! (Get this man a cookie!)

    While I have some character concepts that fit the "worldwide" hero concept, such as my Power Armor wearer, and my robot and my elemental monk, I also have concepts that fit very nicely in a Millennium City or a Vibora Bay, but simply don't make much sense, or look entirely out of place, in other locations, making it much less fun to level those characters.

    Does it make sense for a character like Batman to leave Gotham? (other than to go to Metropolis for Justice League Business)

    While it's easy to see someone like Iron Man flying anywhere in the world to face a threat, some heroes simply don't care about anything unless it happens on the streets under their watch.

    Expanding MC would allow for those kinds of concepts to be realized.

    I feel the black Aces have been slighted somewhat here..

    I say skip the remnants of the Red Banner [they got plenty of face time, esp with Hi Pan] and give us some more of the Ultra-Violence!!

    I knew I missed someone....how could I forget the Black Aces?

    Yes, the Black Aces could be substituted in for the Red Banner. I'd have no issue with that.

    The main idea is for the journey of our heroes to come back to their roots, and deal with the fallout of Hi-Pan's zany plan for the Westside. New bosses (except Kevin Poe) and no more truce, it's full on gangland battle for turf.

    The wrecked parts of MC finally need an update. Get rid of the knocked-down crane and have a few open floors of some highrises as the site of some higher level content. We could have the Black Aces regrouping after the defeat of Ludwig. Something similar could happen w/ the Maniacs since the defeat of Zoe Loft.

    What if they started to merge into a group called the "Crazy Aces" as part of this? :biggrin:

    With the impending arrival of vehicles i for one am looking forward to seeing what the foxbatmobile looks like.

    I think we could have some nemesis involvement in the big picture stuff too though. Something to help the hero vs nemesis battles take some centre stage experience.
