The title says it all really. There are a couple of reasons why this would be a great improvement.
First, The the gender option is pretty much already part of the costume creation process considering the only thing the gender restricts is what other costume pieces you can use, and the game treats it like a costume option anyway because nothing about the game play changes based on whether the character has breasts or not.
Second, transgender is becoming more and more common in society, and there's at least one obscure Filipino superhero/heroine (Zsazsa Zaturnnah) that has a male civilian identity and a female superhero persona. Heck, even Marvel got into it once with one of the Punisher's baddies. Anyone who is a shape shifter at this point can already do this to various degrees.
Third, this adds more possibilities to the type of hero/heroine you can create. For example:
Samus Aran. When she's out of costume, she's obviously female but within the suit, not so much. When in the costume, no one could tell she was a she until her helmet is taken off. This can be imitated in game by say, maximum muscle male body completely covered in tech parts, while, the "Zero suit" costume is made by the standard female body build.
Example 2: Transformations: Imagine going from a frail female bystander to a hulking werebeast in one costume change.
The only thing preventing all of this from happening is where the gender of the costume is chosen.
/signed for moving it to the costume options because it's just inconvenient to choose at the power selection screen, and more inconvenient that if you made a mistake, you have to go back the whole way.
I'm also up for a character accessing two genders. I mean, it can cater shapeshifters and ideals. :biggrin:

The first openly transgender superhero in comics was something like years ago, a member of Doom Patrol and DC comics hired a transgender writer in the 90s. The first crossdressing superhero was in the 40's iirc so 80 or so years ago.
I'm transgender, i play this game. My partner is transgender he also plays this game. I have noticed quite a few characters that say they are transgender in the bio. We are already part of the games community.
All the other reasons like mecha etc and shapeshifters (who in comics often change gender) are good reasons too. Each alone is enough of a reason to implement this let alone both.

I like this idea, but I think it needs a heavy re-coding of the dialogs, and that might end up... buggy.
There are several lines, costume parts and devices that are gender dependant, so is not that easy as just re-adding the female/male option at the tailor, I'm afraid

I think if the dialogue was set at whatever gender the character is at initial creation that'd be a reasonable compromise. A character who changes gender between their secret identity and their heroic identity would have the heroic identity gender as the primary one the dialogue is set for. Sure it's not perfect but if its the dialogue thats holding it all back then itd be a reasonable step in the right direction.

Also, sort of joking, if they messed up this badly the game with adding an AT and a couple of things, I cannot imagine the TOTAL MESS they would make if they add this to the game.
Perhaps they could do this as part of a comprehensive costume bug fix/tuning pass.
I only have one of my legion of toons who'd benefit from it [maybe two?].
And I think its fair to say it'd be a vast minority of players who use the option.
I could see it getting done while their under the costume systems hood in the first place. So no reason not to squeeze it in. A lot of other costume options are only used by a minority of players and are justified.
We'd almost certainly have to settle for gender being on a by-the-costume slot basis by the way, I have no issue with that if we can get it done.

Right. Too bad CO doesn't have the title system of CoH, where He/She/The are optional titles.

Who's to say removing the gender prefix (there by eliminating half the work in creating costumes) couldn't also be done, and wouldn't be a good thing?
