I rarely if ever see this travel power, and I think I can understand why. It seems like the developers wanted to take the 'skating in the air' approach where the hero would glide on a path of ice beneath them, similar to Iceman. But, heroes who rely on this method of travel are capable of taking action all the while maintaining the path beneath them. This made this form of travel very useful as both a means of getting from point A to point B, as well as being able to jet around to places where you're needed the most while attacking enemies within your range.
But the power in CO doesn't really allow a character to do that. It's frustrating to get around with it and you can't really act while driving it or you lose complete control over it. This is very discouraging to the action oriented game play of the game. So my suggestion is to allow a character to toggle an 'autopilot' mode for the ice. This mode will allow it to drive forward at a reasonable flying speed while slowly losing altitude, and will also allow the character riding the ice to use powers from it, including maintains and charged powers. You can 'steer' the ice by right clicking in another direction. As long as it's in autopilot, you can't gain altitude. If you want to climb again, you have to shift your attention back to piloting the ice.
This would make it a little easier to use in combat, and would make it a much lower maintenance travel power as well.
