It does, try showing a bit more patience eh? Customer Service is supposedly a bit better than it used to be, it certainly wouldn't hurt to make a inquiry (tip: courtesy will get you better results with an customer service than ranting & raving like a lunatic)

Steam had to make a similar change with the delay factor on purchase to getting the virtual currency in TF2. I'm no civil law lawyer on this (that's my sister), but I believe it's because it opens them up to potential gambling related lawsuits with minors (people under legal age) of they don't. If you don't like it, look at the presence of grab bags and young players as the root cause. I don't blame Perfect World for being careful, although they could make the turn around nearly instant if they simply gave users the option to verify the purchase.

Check your billing date on the site, sometimes the put your account to gold and officially bill you a few days later, but the stipend won't arrive till a few days after you're billed.

Zen doesn't show up under the Account, yet. That system isn't integrated with PW yet. If you want to see your Zen balance you need to look at the C-Store - and at this point in time you need to keep track of your balance yourself. So you should see that your C-Store balance has been increased by 500 Zen.
I'd also point out that Customer Service doesn't work on the weekends. Support Tickets can take anywhere from 3 to 7 business day to get a reply.
STO is about my Liberated Borg Federation Captain with his Breen 1st Officer, Jem'Hadar Tactical Officer, Liberated Borg Engineering Officer, Android Ops Officer, Photonic Science Officer, Gorn Science Officer, and Reman Medical Officer jumping into their Jem'Hadar Carrier and flying off to do missions for the new Romulan Empire. But for some players allowing a T5 Connie to be used breaks the canon in the game.
Yes, if your Netflix Zen ever showed up, it would appear under the Charge Zen tab at the top of the screen there, under the "My Wallet" heading.
Your stipend, however, being CO-specific, is most easily seen in the C-Store - pick a tab there, and look at the filter for items that cost your current balance or less, and it'll show your current balance. Inconvenient, yes, but there it is.

I still get my stipend on the evening of the 28th like clockwork, but I'm an LTS that can't unsub and resub...
My Zen purchases are instantaneous, but I've heard that the first time you purchase Zen there may be a delay...
I've earned almost 7k Zen from the Peanut Lab offers, but I agree that the surveys suck. I don't seem to qualify for a single one, even when I lie...
I hope you get your stipend soon, if not I sense a support ticket in your future....

Because my balance seems lower than I expect, but not so low that I'm positive something is up.
Sadly, no, there's no system (at least available to the player) that shows when you get your stipend, how you spend your Zen, etc etc, ingame.
